Arévalo Speaks to Lawyers on Local Government Staff Layoffs

Carlos S. Arévalo, a partner at the Crystal Lake-based law firm of Zukowski, Rogers, Flood & McArdle, spoke on June 8, 2011, at a continuing education event sponsored by the Illinois State Bar Association Local Government Law Section. The title for the day’s sessions, which were held at the regional ISBA office in Chicago, was “Issues Facing Municipalities in a Difficult Economic Climate.”

Arévalo’s presentation, “Fiscal Responsibility and Termination of Employees as a Cost-Cutting Measure,” examined the effect of cutbacks on staff members, the standard procedures for layoffs and termination, and other pitfalls that arise with staff abatement.

Arévalo practices municipal and local government law, corporate labor law, and employment law. He is the city attorney for Marengo and Harvard, and he has handled collective bargaining matters for the McHenry County villages of Lake in the Hills and Johnsburg. Arévalo also serves as counsel for the Woodstock Plan Commission.

A native of El Salvador, Arévalo pursued undergraduate studies at Boston College before earning his law degree from Northeastern University School of Law. He authored the June 2010 article titled “The Continuing Expansion of the Public Safety Employee Benefits Act,” published in the local government law newsletter of the Illinois State Bar Association Section on Local Government Law.
